The DCNR was examining the future use of certain state parks, predominantly exploring whether certain types of development — such as rustic lodges — would be allowed within the parks. The Howarth Hospitality Inc. consulting firm produced a market analysis of the possibility of hospitality industry development in Prince Gallitzin State Park. The CSC evaluated that analysis.

Dr. Jeffrey Featherstone, CSC Director, and Dr. Wesley Roehl, Director of Temple’s Center for Tourism and Hospitality Management reviewed multiple drafts of Horwath’s market analysis and concurred with the consultant's finding that the feasibility of allowing certain types of development in Prince Gallitzin State Park was unlikely. The Center's review of Horwath's evaluation was completed in June 2004.
